Error: "Loading ... " when accessing the Data Health Center on a User Account Control (UAC) enabled operating system

When accessing the Data Health Center on a User Account Control (UAC) enabled operating system, you may receive a "Loading" message.  See example below:

Another symptom of this issue is that the Data Health Center may load but the version number displayed in the upper right corner of the Data Health Center does not update to 7.95.1135.0 and the new "FTP Credentials" link does not display.
This issue was addressed in the Raiser's Edge 7.96 patch 3, available to on premise customers in April 2017. For further updates on releases as they become available, please see our Community Release page. Users should complete the following steps to resolve:
  1. Upgrade Raiser's Edge to the resolution build.
  2. Open BBREAdmin.exe from C:\Program Files (x86)\Blackbaud\The Raisers Edge 7\AdminTasks and CLICK "Download DHC Updates". Once the updates are downloaded exit the BBREAdmin.exe.
  3. Login to Raiser's Edge and open the Data Health Center (DHC) module. DHC loads successfully and does not hang and the DHC version upgraded to 7.95.1145 from 7.94.6102.


Alternative Solution:
  1. Launch The Raiser's Edge by right-clicking on the "RE" shortcut/icon and select "Run as administrator"
  2. Enter valid login credentials
  3. Click on Data Health Center in the Navigation bar
  4. The Data Health Center will update and display
