User defined source codes are populating with incorrect values

User defined source codes are populating with incorrect values as well as auto incrementing regardless of auto increment settings.
Download and install the latest patch which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch. 

Steps to Duplicate

1. Create a user defined source code part with a format of ## and sample 10. Do not auto increment.
2.  Create a new source code layout using the previously created source code part.
3. Create and activate a new communication template using the previously created source code.
4. When adding a segment or viewing the effort settings the source code is generated with an incorrect value of 00.
5. Note that reusing this source code will cause it to also incorrectly increment.
