Since the onRecord People Finder includes only current students, the Online Signup Manager can use the Course Requests task to add course requests for incoming students.
As an Online Signup Manager, navigate to onRecord > Approval > Course Requests.
The Online Signup Manager can also add course requests for members of the Incoming Student role in onRecord > Approval > Course Requests > Enrollment Work List.
