Membership expiration date is not populating

When "End of quarter" is selected for "Default 'Expires' to:" in the Default Settings under Config > Membership Categories, the end date will not populate when a new membership is set up on a constituent record. This, does work on occasion when the start date for that membership is within the first quarter of the year. 
We are currently evaluating this issue and will update this article when we have more information.

Steps to Duplicate

1. Open The Raiser's Edge
2. Go to Configuration > Membership Categories > Open Membership/Create new
3. Membership's Default Settings has "End of quarter" listed next to "Default 'Expires' to:"
4. Open up a constituent record
5. Go to the Membership tab of that record
6. Add new membership
7. Expiration date does not populate
8. However, if you change the begin date to anywhere in Q1 (Jan-Mar), the date will populate
