No exception received when selected import identifier is not present

When importing records, we select which unique identifier to use during the import. When Import ID is selected as the identifier, but is not present in the import file, the system uses the Constituent ID in the import file instead.

Steps to Duplicate

1. Create import file using existing constituent IDs
2. Admin > Import > Constituent > Constituent
3. Update existing, use Import ID as identifier
4. Map fields including Constituent ID to Constituent ID
5. Import Now 

The import will update the existing records based on the Constituent ID in the import file.
