If a custom form is public, confirmation notifications will not be sent to people who are not logged in because there is no trigger to identify the user email to send the confirmation to.
The system will only send a notification if the user is logged in, and they navigate to the form through the Resource Board. The system will recognize the user's email and the form submission will trigger the confirmation email to be sent.
