Contact Types with blank numbers are deleted after running synchronization

When linking a new record in Integration that has contact types with no contact numbers, the contact types are deleted after running synchronization.
Contacts cannot be added to the records without having a contact number associated to it. This is done to keep records from accidentally having duplicates of the same contact type which can cause errors when Automatic Synchronization completes. Steps to Duplicate

1. Add a new record to The Education Edge.
2. On the contacts, add a contact type but do not enter a contact number. Save the record.
3. In Integration > Link Records with The Raiser's Edge, locate the new record.
4. Link the record to The Raiser's Edge.
5. View the record in The Raiser's Edge and see the contact types show with no number.
6. Run synchronization.
7. See the contact numbers no longer exist for the record in The Education Edge or The Raiser's Edge.
