Web Services has questions marks and Luminate Online server is unavailable

The integration between The Raiser's Edge and Luminate Online is not working.  Users see and error: Server Status:   Server is not available (Unable to establish connection to the Raiser's Edge web service) in Luminate Online and question marks for Web Services in the Luminate Online plug-in inside The Raiser's Edge.
 
This issue has been reported with customers who host their own Raiser's Edge database. Errors and inconsistent behavior of the web services connection that RELO relies on can be caused by an invalid installation or an unstable environment. Users are responsible for installing Blackbaud Web Services on a machine with 24/7 internet access, preferably a server meeting the system requirements for the Raiser’s Edge/Luminate Online integration located on page 4 of the system requirements guide for The Raiser’s Edge. If the issue persists users can attempt the following:

1. Uninstall and deactivate web services from the server and any other locations if multiple installs were incorrectly enabled
2. Remove the web service install files from the directory
3. Reinstall web services in a single location that meets the system requirements

Steps to Duplicate

1.  Sign into The Raiser's Edge
2.  Select the Luminate Online icon
3.  Select Options
4.  Select About
5.  See the ? mark for Web Services version
