Query operator 'Does not equal' omits blank values in query results when using First Gift Appeal field

When using the query operator 'does not equal', on the First Gift > Appeal ID field, records with blank values are omitted from the results.
We have evaluated this issue as a bug and we have determined it will not be addressed in the program in its current state.  In this case, we believe the risks and challenges outweigh the potential benefit of resolving this issue. We strive to select the most impactful changes and issues to address with each release to accelerate the rate at which we deliver new features while sustaining the highest level of quality for our customers. To get the results you need in your query, you can add a second line to the criteria to include the blank values:
(First Gift Appeal ID does not equal Walk-A-Thon
OR First Gift Appeal ID blank)

Steps to Duplicate

  1. Add a new Constituent record and add several new cash gifts.
  2. For the first cash gift leave the Appeal ID blank.
  3. Create a Constituent query and set the criteria as First Gift Appeal ID does not equal 'Walk-A-Thon'.
  4. Run the query and see the record added does not appear in the results.
