Date last changed does not update after making changes to phone numbers/email addresses

With the 7.95 release, the Date Last Changed field was introduced in the Contact Information grid on the Bio 1 tab of Constituent records.  When a phone number/email address/fax number/link is updated in the Contact Information grid, the Date Last Changed field should automatically update.  Since upgrading to 7.95, some users have noticed that the Date Last Changed field does not update at all.  
Click Chat with Support, reference this article, and provide the following information:   

Steps to Duplicate

  1. Log into The Raiser's Edge
  2. Click Records>Constituent
  3. Open a Constituent record that does have a phone number/email address
  4. In the Contact Information grid on the Bio 1 tab, make a small change to the phone number (i.e. Change the phone type drop-down or mark the Inactive checkbox)
  5. Note down what is currently populated in the Date Last Changed column
  6. Click Save and Close
  7. Re-open the Constituent record
  8. Notice that the Date Last Changed field did not update
