To see if the task is enabled for Community Group Manager:
  1. Navigate to Core > Users/Access > Profile
  2. Select Manage Roles
  3. Select the Community Group Manager to edit 
  4. Click the Tasks link in the Role region on the left
  5. Locate Edit Smartgroup List under Manage Roster
  6. If the checkboxes are unmarked, then Managers do not have access to the task
  7. Click on the corresponding Edit link
  8. Mark the checkboxes under 'Active' to enable the task
  9. Click Save & Exit
