Record is not appearing when searching to merge constituents

When merging records from Administration > Merge Constituents or from within a Constituent Record, a user can search for one record and then searches for the second constituent using the Constituent ID and no record appears. 
Confirm that both records are the same type--Individual or Organization. An individual record will not merge with an organization record.

Steps to Duplicate

  1. Go to Administration > Merge Constituents 
  2. Under "Merge From" search for a constituent you would like to merge data from
  3. Under "Merge To" search for a constituent you would like to merge data to
  4. When searching for the "Merge To" constituent they do not appear
