Unable to download records and create batch from the front end of the web functional area.

Donations from BBIS are stuck in the Web Transitions functional area. They appear ready to be downloaded however when you try to download them nothing happens no records were processed and no batches were created. The funds from the transactions have already been refunded, since they were unable to be downloaded. These transactions need to be removed so the proper number of transactions can be represented.
 
We are currently reviewing this issue for a future Service Pack or Hotfix. 

Steps to Duplicate

1. Go into the Web tab.
2. Click Manage Web Transactions under the Web Transactions area.
3. Navigate and select "BBIS Donation" transaction under the Pending Transactions area.
4. Press Download.
5. Note that no Records are processed and no batch is created.
