1.  From Administration, Select the hyperlink for Countries and States
  2.  Find Country in the list and note if the address format for the country matches the country in question (example: Country - USA, Address Format - USA)
    1.  If the address format and country do not match, select the correct address format in the drop down
    2.  If the address format isn't there navigate to the address format tab, select add to add an address format for the country
  3.  Attempt to process the payment again
