I can't position an image when using WYSIWYG in Internet Explorer

When I am using WYSIWYG in IE, I can't move or cut and paste images.
Internet Explorer users may find that they cannot position images using cut and paste or by positioning the cursor where they want the image to be before inserting. If you encounter this difficulty, switch to another browser such as Firefox or Chrome, or use the HTML view.
