When password requirements are not met when a user is changing their password in BBCRM, the wrong error message is thrown

When a user changes their password in an environment hosted by Blackbaud, it throws the error message: "Data could not be saved. The password reset feature is currently disabled. Please create a case via http://casecentral.blackbaud.com and a Customer Support analyst will contact you once the password can be reset. We apologize for any inconvenience this may cause."

The error message that should be thrown is: "Data could not be saved. The password entered does not meet the requirements for password security. Try making the password longer and include a mix of upper and lower case characters as well as special characters such as @ or ! and avoid previously used passwords. If the password is correct and you continue to get this error, please contact support."
Download and install the latest Service Pack which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.  

Steps to Duplicate

1. Log in to any CRM environment hosted by Blackbaud.
2. Click on your username in the top right and choose Change password from the dropdown.
3. Attempt to change your password to anything that doesn't meet password requirements. Typing in a single character, such as 'a', is sufficient.
4. Notice it doesn't throw the password requirements not met error message, but instead gives the password reset feature disabled message.
