Contact Journal Entries are not being created in Journals of User accounts whose email addresses are included in Constant Contact mass email

When sending a mass email from Constant Contact, you include the email address that is listed on a User Account in eTapestry. When eTapestry and Constant Contact sync to create journal entries on the Sunday after you send the email, there are Contact Journal Entries created on Constituent Accounts but nothing is created on a User Account.
Contacts are not created for User accounts, they are only created for Constituents. This is working as designed and is documented in our Constant Contact Integration help guide.
