Incorrect Date Format in Action Detail Summary Report

When setting the date format in Windows Regions & Settings to "English-Canada" and choosing any other date format than what is defaulted (dd-mm-yy), the date format in the Action Detail Summary report follows this defaulted format instead of what is selected.

Steps to Duplicate

1.  Go to Windows > Control Panel > Regions & Language
2.  Set the format to English (Canada)
3.  Change the short date format to anything other than dd/mm/yy
4.  Click Apply, then OK
5.  In Raiser's Edge, click on Reports > Action Reports > Action Detail Report and click New
6.  Setup your parameters of your report and click Preview
7.  Notice the dates of actions will follow the dd/mm/yy format instead of what was chosen in Windows.
