Primary site URL won't save/show as https

Starting in 4.0 SP10, BBIS requires encryption for all pages on websites, meaning that URLs for all Blackbaud Internet Solutions web pages need to use “https" to securely render the pages via Transport Layer Security (TLS) protocol. However, the primary site URL shows as "http" and will not allow a user to change it to "https".
Download and install the latest Service Pack which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.  

Steps to Duplicate

1. Log into BBIS
2. Go to Administration > Sites & Settings
3. Click on one of the sites there and notice that the primary site URL uses "http".
4. Change the "http" to "https" and click save.
5. Notice that the primary site URL remains a "http"
