Create / Edit import process freezes after selecting the local file to upload

When creating or editing an import process the wizard may freeze during upload after selecting a local file.
To troubleshoot this issue split the import file in half and attempt to upload the file again. If this is successful, attempt to load the other half. If the error persists, split the file again and repeat until the data that is causing the issue is located.
