What you must bear in mind is that the priority does not lie with Active or Inactive, but rather which Stage the Form is assigned to. For example, if a Review Form is assigned to All Review Stages, any new Review Stage built that is marked with required Feedback fields will prompt users to ensure the corresponding Feedback fields are available on the Review Form.

Even if the Form is Inactive, it will still require these fields, so that no issues are experienced if/when the Form becomes Active. If a Review Form is created, then assigned only to a specific Review Stage, then the Form will only depend on the settings of that unique Review Stage.
