Country Exhange rates blanks when four zeros after decimal point

When entering an Exchange rate in a Country record in Config > International if the Exchange rate has four zeros after the decimal point, for example 0.000026, the Exchange rate blanks out and the record will not be saved.
We have evaluated this issue as a bug and we have determined it will not be addressed in the program in its current state.  In this case, we believe the risks and challenges outweigh the potential benefit of resolving this issue. Steps to Duplicate

  1. Go to Config > International
  2. Add a New Country
  3. In Exchange rate enter the value of '0.000026'
  4. Tab out of the field and the Exchange rate blanks, you cannot save the record.
