Email message report exports hang or shows errors for some users

When I try to export NetCommunity email reports from Email > Messages, the export hangs or never appears, or an error message may occur. I have rights to email in NetCommunity, and some users can do the exports. Why can't I export the email message reports from NetCommunity?
We are currently evaluating this issue and will update this article when we have more information.
In the interim, log in as a Supervisor user (can see Users & Security in NetCommunity) to export the report.
