This can occur when disabling the HTTPS connection to email services. To correct this error, follow these steps:
  1. Log into Blackbaud NetCommunity with a supervisor level account
  2. Navigate to Administration > Sites & settings > Web services
  3. Under the Blackbaud services header, check the box for Use "https" to connect
  4. Click Save
