This is actually an issue within Apple devices and is not an issue in the onProducts. Our downloads are uploaded and downloaded without issue, it is the device users are using will not play them. Below is additional information regarding this issue from Apple directly:

The Ipad does play .mov Files but they have to meet certain standards set when it's output to play in the browser and on the device. 

Video formats supported: H.264 video up to 1080p, 30 frames per second, High Profile level 4.1 with AAC-LC audio up to 160 Kbps, 48kHz, stereo audio in .m4v, .mp4, and .mov file formats; MPEG-4 video up to 2.5 Mbps, 640 by 480 pixels, 30 frames per second, Simple Profile with AAC-LC audio up to 160 Kbps per channel, 48kHz, stereo audio in .m4v, .mp4, and .mov file formats; Motion JPEG (M-JPEG) up to 35 Mbps, 1280 by 720 pixels, 30 frames per second, audio in ulaw, PCM stereo audio in .avi file format

Why can Users see .mov and .m4a files on Topics within onCampus?
This is because you are not "downloading it" within Topics, you are actually streaming it. The video is converted in Topics when it's uploaded to brightcove (our Video Vendor) to be compatible with all web browsers, which means It does not remain in a .mov file type.
