Recurring Gift Commitment were cancelled/terminated before Credit Card Updater was enabled and was later updated in Credit Card Updater

The RGC was set to cancelled/terminated before CCU was enabled. Recurring Gift Commitments should not have updated through the CCU process, but the RGC were updated upon enabling the Credit Card Updater.

This will happen if the card is linked to multiple commitments, with some being cancelled/terminated and at least 1 being active.  

So long as there is 1 active commitment, the card will be updated regardless of the status of other commitments.

Steps to Duplicate

1. Set Recurring Gift to Cancelled or Terminated depending on RGC
2. Enabled CCU
3. The recurring gifts updated in CCU
