The full amount of my membership should be discounted, but it's only discounting the tax-deductible portion and not the premium

When applying a 100% membership promotion to a membership level where the tax deductible portion from benefits is contributed membership revenue, the tax deductible portion of the membership shows a negative number on the Total Revenue and Payments Report. When processing the sale through Daily or Advance Sales, the order looks correct showing a $0.00 balance.
