Segmented Housefile Import- rejecting one record

When importing a Segmented Household file one record may be rejected without showing any exceptions on the Marketing Effort. 
On the Marketing Effort with the missing record , under the Effort Settings tab check the Address Processing rules/formats. Change the Effort level address processing / Name formats to "Use primary address, primary addressee, and primary salutation".
Then run the file once more and all records should now come through on the Effort.
