Fuzzy Birth Years before 1900 change to month\day\year instead of maintaining fuzzy year entry

When going to the Personal Info tab of a constituent's record and adding a Fuzzy birthdate that only has a year and that year is before 1900 it changes to month\day\year. For example if the year entered is 1899 it will automatically be changed to 1/8/1999 and the corresponding age shows as 18. However if any year over 1900 is entered, the Fuzzy year will be maintained and will not have the format changed. For example, if 1900 is entered then 1900 is displayed in the birth date field and the corresponding age will be correct of Age: 117.

Some organizations keep track of birth dates for deceased constituents where the entire birth date is not known many times, so the expectation is that any fuzzy birth date before 1900 will function the same way as those after 1900.

 
This issue can be addressed by adding a birth month along with the date, rather than only entering a date.  

Example, instead of entering just "1899", you can enter "1/1899" to keep the computed value for age accurate.  

Steps to Duplicate

Steps to duplicate:

1.  Go to a constituent's record to the Personal Info tab

2.  Click Edit in the section entitled Personal Information

3.  In the Birth date field enter in just a year and make that year a year before 1900

4. Tab out or click out of the field and note that the format changes to Month\Day\Year. This does not occur for years 1900 or after.

For example if the year entered is 1899 it will automatically be changed to 1/8/1999 and the corresponding age shows as 18. If 1900 is entered then 1900 is displayed in the birth date field and the corresponding age will be correct of Age: 117.
