Latency and Time-Outs Occurring During Batch Creation and Committal

When creating batches and committing batches users are seeing a mixture of timeouts and slowness during this process. They have also noticed slowness when opening constituent records and running acknowledgements letters.
The time outs occur only in batch creation, whereas with batch committal, opening constituent records and running acknowledgement letters latency occurs with the times being twice that of the times in production.
Download and install the latest Service Pack which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.  

Steps to Duplicate

1. Go to Administration\Administration\Batch\Batch Entry
2. Click the Add button to add a batch note that it takes over 60 seconds for this window to open. This occurs before even before being able to select a batch template, that screen takes over 60 seconds to load. Many times it will not load, it times out after 2 minutes with the error, "Data from could not be loaded. Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding".
3. Upon finally being able to create a batch and saving it, commit the batch
4. Note that it takes over 40 seconds to commit the batch that contains only one record.
