Sponsorship Status Part is not sending emails to Sponsored Parties

When working with a Sponsorship Status part, emails to Sponsored parties appear to send on the front-end of the application, but upon checking the default email address these emails are sent to, the emails are never received.

When this occurs, there will be an entry in the Emailjob table for the email.  There will be an entry in the dbo.error table in the Text column with the following error:

System.Web.Services.Protocols.SoapException: Server was unable to process request. ---> System.ArgumentException: The general purpose process is disabled. Please enable this process prior to submitting general purpose email jobs.

To address this problem, access CRM> Administration > Configuration > Email Services and enable the disabled service(s).  

Steps to Duplicate

1.   Navigate to Site explorer > Parts. 
2.   Find the My Sponsorship Status part in question and click pencil button to edit the part.
3.   In the Edit Part window, check the configuration of the part.
