Query-based roles are not available when adding Workflows

When adding Workflows within Administration>Workflows users can select particular roles.  Roles that are based on queries do not appear and cannot be used when adding a Workflow. 
We're currently evaluating this issue for a fix in a future patch or service pack.  

Steps to Duplicate

 
  1. Create a role through Users & Security > Roles > New Role
  2. Assign a query to the newly created role to base its membership from, any query will do regardless if it has any records or not.
  3. Create second role, do not assign a query to this one.
  4. Go to Administration > Workflows create a new workflow.
  5. Observe that only the second non-query based role appears for selection for the workflow.
