Event registrations marked do not register and register when card holder is different but linked correctly

A participant registers for an event that includes a fee. The card holder name is different than the registrant name. When the event registration is in the plugin, the card holder is displayed, but linked to the registrant. After processing the transaction, two participant records are created with the same name. One of the records is marked Do Not Register and the other is Marked Register.
