Exception Batch is generated regardless of whether the batch template has the option checked

You might notice that an exception batch is generated when a being being committed has exceptions, regardless of whether or not the batch template has the option selected to generate an exception batch.
Delete the empty exception batch

Steps to Duplicate

1) Add a new Enhanced Revenue Batch Template
2) In the Commit options, do not check "Create exception batch"
3) Add a new batch and select incompatible options that will cause an exception (do not select an application, or pick an unmapped GL distribution, etc.)
4) Notice that an exception batch is created afterwards.
