Membership error: Data could not be saved. BBERR_NOAPPLICATIONS

When adding a membership in CRM if the membership amount is set to $0, then the error will come up " Data could not be saved.   BBERR_NOAPPLICATIONS"
We are currently evaluating this issue for a fix in a future service pack 

Steps to Duplicate

1.    Navigate to the membership tab, click add a memebership under the Tasks section
2.    Choose the program
3.    Choose Level
4.    Term: 1 Year
5.    Expires on: 06/30/2018
6.    Update membership amount to : 0.00
7.    Choose Designation
8.    Check Do Not Acknowledge
9.    Check Do not receipt
