Error: The Microsoft Jet database engine cannot open the file 'C:\Program Files\RE7\SYSDB\requex7.mdb', when linking Outlook item with Raiser's Edge

When Outlook 2013 or 2016 is integrated with The Raiser's Edge, an error can be received when linking to Raiser's Edge from the Add-ins tab of Outlook:

The Microsoft Jet database engine cannot open the file 'C:\Program Files\RE7\SYSDB\requex7.mdb'. It is already opened exclusively by another user, or you need permission to view its data.

This only occurs when working on a system with User Account Control enabled. (What is User Account Control (UAC)?)

We have evaluated this issue and determined it’s a bug. We are prioritizing it along with other potential code changes and will update this article when we have more information.

Steps to Duplicate

1. Enable UAC on a workstation
2. Log into RE
3. Log into Outlook and make sure Outlook is not in Offline mode by checking in the ADD-INS tab Raiser's Edge dropdown.
4. Open any existing email, or create a new one in Outlook
5. Click ADD-INS tab
6. Click Create Action button
7. Microsoft Outlook prompt appears to allow the email to send. Click OK
8. Error appears: The Microsoft Jet database engine cannot open the file 'C:\Program Files\RE7\SYSDB\requex7.mdb'. It is already opened exclusively by another user, or you need permission to view its data.
