Failed DPV because of invalid secondary when validating an address in the Data Health Center

An address attribute of 'Failed DPV because of invalid secondary' might be added to an address validated through the Data Health Center by AddressAccelerator. 
When setting up the AddressAccelerator process in the Data Health Center you can choose which footnotes can be added as an address attribute.  If the footnote 'Failed DPV because of invalid secondary' is selected, then it will be added to addresses whose secondary information is incorrect and/or not needed to deliver mail. 

Having secondary information that is not needed doesn't impact mailing discounts or delivery.

Steps to Duplicate

1. Go to http://zip4.usps.com/zip4/welcome.jsp and enter this address into the ZIP Code by Address section (this is an example of one address with the issue, but there are many):

You will be told that the address is valid
2. In Raiser's Edge, Go to Records> New Individual
3. Enter a Last Name, and the address above. Save the record
4. Choose More next to the Address, and choose the Envelope icon to run AddressAccelerator. Note that there is no issue with the address
5. Go to Data Health Center> Validate Addresses next to AddressAccelerator
6. On the General tab, choose to Include> One record and search for your new constituent
7. Under Footnotes, pull over all Available Footnote Flags
8. Choose Update Now
9. Go to Constituents, and open your new record. Go to the Addresses tab, double click on the Address. Go to the Attributes tab, and see that it is labeled as 'Failed DPV because of missing secondary'
The same test with the Unit # on Address Line 2 produces the same result.
