Last Schedule Run business process is not running on web servers and testconfig shows as successful

Last Schedule Run business process is not running on web servers and testconfig shows as successful-  no failure.  The testconfig does not show a failure but the Last Schedule Run has not been running for hours.
Web.Config files on all CRM web servers need to be edited to enable Heartbeat:


Web.config value currently:
  <add key="HeartbeatEnabled" value="False" /> 

Change web.config value to:
  <add key="HeartbeatEnabled" value="True" /> 

Steps to Duplicate

The impact of this issue is that schedules defined in Administration > Sites & Settings > Schedule will not run. This includes: email, list refresh, role refresh, integration.
