For Parents to see the Contract banner, they must be listed as Responsible Signers for the student, and the contract must be Active, Published, and Generated. For more information on these requirements, click here.
If a parent still cannot see the Contract banner, this could be because the Contract only requires one signature, and the other parents has already completed the Contract.
Even though the second parents had opened the Contract and could still complete it, the banner goes away after the required signatures have been submitted.
