In order for your applicants to see the changes made to the Requirement form, you would need to go into the Requirements that you published using the old form, then follow the steps below:
1. Actions > Delete from Web
2. Actions > Publish to Web > Select the updated Form ID
The reason for this is due to the fact that the changes are not dynamic when made in the Forms Manager - the applicant receives the version of the form as it was originally published. If a change is made, then it's best to choose Delete from Web to delete the old published form and Publish to Web to publish the newer version of that same form.
Please bear in mind that if you do choose to delete the form from the Web, the applicant will need to start the form over from scratch.
