I get the error: No request date has been specified for the associated request when I consider an application

When considering IGAM applications the error: No request date as been specified for the associated request.
This issue is the result of an application or a requirement that has be submitted when an applicant saves and finishes later - the IGAM server inadvertently submits it.
You may want to contact the applicant and confirm they did not submit.
If they did not submit, go ahead and delete the application and have the applicant submit when they are finished filling out the application and then you will be able to consider without issue.

Steps to Duplicate

1. Go to IGAM module either from Alta or Gifts classic and select the application you want to consider
2. Go to consider and select your staff and type if needed and click on consider and the following error will populate:

Errors encountered during Consideration
The application was not considered.
Could not create 'Pending' request in GIFTS.
Error  occurred while inserting a new Request.
Error occurred while creating default requirements for Request
[#########]
No request date as been specified for the associated request.
