Media links to files are not clickable links in 4.0

In 2.94 & 3.0 media links to network locations would be formatted as 'file://PathToMedia would present as a clickable link on the media link form.

In 4.0 the type 'file://' does not create a clickable link as it does for 'http://' and 'ftp://'.
As a workaround the media URL can be copied and pasted into a browser.

Steps to Duplicate

Go to any constituent.
Documentation and interactions.
Constituent documentation.
Add media link.
Enter the media URL as 'file://PathToMedia' and save.
The path is not presented as a clickable link.
