Make a Grant Suggestion Button is not Greyed out for Donors who should not be able to make a Suggestion for a Fund

When going to Donor Central and logging in as a donor who does not have Suggestion rights for a fund, the Make a Grant Suggestion button is still active even though the donor does not have rights to suggest grants for the fund.

Even though the Make Grant Recommendation\Suggestion button is active, if the donor clicks on it and the next window appears to select the grantee and other selections they will be unable to select anything on the screen, everything there will be greyed out, so the donor will be unable to actually submit the form to create the suggestion.

This is a feature that will be corrected in Donor Central NXT. The Make Grant Suggestions button will be greyed out for those donors who do not have rights to make suggestions for a fund.
