Error: Blackbaud.Web.Content.BBNCService.BBCS.InvalidCredentialsException: when sending a message in NetCommunity

When  sending a message in NetCommunity the message details indicate that the message has reached an exception status. When reviewing the message status log the following error is recorded:
Error processing email with queue id: xxxx-xxxx-xxxx-xxxx-xxxx. The error returned was: System.Web.Services.Protocols.SoapException: Server was unable to process request. ---> Blackbaud.Web.Content.BBNCService.BBCS.InvalidCredentialsException: Exception of type 'Blackbaud.Web.Content.BBNCService.BBCS.InvalidCredentialsException' was thrown.
The configuration page for the site shows no errors on the BBNC services line and double checking the username and password for that account shows that there is not a mismatch. 
In this scenario it is likely that there is a test environment running and using the production email services account. This has caused the Active Directory account for email services to lock and and return the error described in the status log. Click Chat with Support and reference this article.
