Cannot restrict number of ticket sales to inactive levels

When there are inactive membership levels, you cannot restrict tickets to those specific levels, although you can restrict them to the membership as a whole. 
We are currently evaluating this issue and will update this article when we have more information

Steps to Duplicate

  1. Go to Events
  2. Click Add new > Scheduled Program
  3. Create a program
  4. Under Restrict Ticket Sales to these memberships add Membership program
  5. Attempt to select inactive membership level, it does not appear
