Batch hangs after pressing the Commit ! button or going to File menu and selecting Commit

I'm working on a gift batch and am ready to commit a batch. However when I press the green exclamation mark (!) button or click on File > Commit, the batch hangs and the commit options don't come up. At the bottom of the batch, it looks like the batch is going through and refreshing each row slowly.
This has been resolved as of 10/19/2017. If you are still experiencing latency when committing batches after 10/19/2017, please contact Support with the following information:
  1. Is your database hosted in Blackbaud Hosting Services or do you host your data locally?
  2. What version of The Raiser's Edge are you using?
  3. Is this batch a brand new batch or a saved batch?
  4. Is this batch a Regular batch or a Recurring batch?
  5. Was this batch manually created or was this batch generated from an integration (i.e. Online Express, NetCommunity, RELO, Sphere, ImportOmatic, etc.)?
  6. Was this batch created using a batch template?
  7. How many gifts are in the batch?
  8. When did this behavior begin to occur?

Steps to Duplicate

In The Raiser's Edge:
  1. Start a new gift batch.
  2. Enter data.
  3. Click ! to bring up batch options (or go to File > Commit).
  4. Batch hangs as it loops thru each row refreshing. Process status shows in bottom information bar.
