The Consent option when creating a new user-defined field is available for organizations that need to keep an audit trail of changes to certain fields due to regulations of personal data collection and contact preferences. It helps by retaining a history of changes in the constituent's Journal and keeping a current, read-only value of the field on the Defined Fields page.
