Error: The underlying connection was closed: An unexpected error occurred on a send - in the NetCommunity plugin after turning off TLS 1.0

After disabling TLS 1.0 and attempting to access the NetCommunity plugin in either The Raiser's Edge or The Education Edge, the following error is received:

In The Raiser's Edge:

"An error occurred communicating with the service:
The underlying connection was closed: An unexpected error occurred on a send.
Details:
System.Net.WebException: The underlyging connection was closed: An unexpected error  occurred on a........"

In The Education Edge:

"An error occured communicating with the web service. Check the service URL to make sure it is correct.
The error was:
The underlying connection was closed: An unexpected error occurred on a send."

Steps to Duplicate

  1. Open EE or RE
  2. Click on the NetCommunity plugin
  3. Observe error.
