Enqueued processes pause without notification

When using Enqueue for several business processes, the first processes begin and complete, but one of the next enqueued processes does not start. 

When viewing the list of business processes, and filter on ‘Running’, see that none of them are running. When visiting the Recent Status tab of one of the process, both the Status and Status Message are 'Enqueued'.

When trying to remove the enqueued processes that haven't started. This generates a message saying "Unable to remove this business process from enqueue as it may have already been removed or has begun processing."
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch

Steps to Duplicate

1) Use Enqueue to set up multiple processes
2) One process may not start after the previous process runs
3) Attempt to remove the enqueued processes that haven't started. This generates a message saying "Unable to remove this business process from enqueue as it may have already been removed or has begun processing."
