When trying to enable a user in Blackbaud Hosting Services error: 'Windows cannot enable object [username] because: unable to update password. The value provided for the new password does not meet the length, complexity, or history requirements of the domain' appears.
change users hosted password to meet requirements: 

Password Requirements
·
  1. Must be at least 8 characters in length
  2. Cannot be any of the user's previous 24 passwords
  3. Cannot contain a hyphens
  4. Cannot contain all or part of the user's account name, first name, or last name
  5. They must contain characters from three of the four following categories:
    • English uppercase characters (A through Z)
    • English lowercase characters (a through z)
    • Base 10 digits (0 through 9)
    • Non-alphabetic characters (e.g. $, #, %)
Once password has been changed, right click on username in list and click enable account. 

Steps to Duplicate

1. Log into Blackbaud Hosting Services 
2. Click on user administration 
3. Right click on user in list 
4. Select enable account
5. Get error message
